Ok here's an update. My mom had a talk with the manager and he fixed everything. He didn't charge my mom for her dress and only 1/2 for my sister's dress. They are helpful and will work with you as best as possible.
I just got married and I wanted to wear my mom's wedding dress. Well, it has some yellow spots on it and my mom took it in to be cleaned. A lady there replaced the beads my grandma had sewn on it, which I thought was great. But when it came time to actually clean it, they put it in the back and forgot about it! My mom would call them and the cleaner would say that he had some spots to still get out. So about a week before my wedding, my mom went to go check on it in person. The people there kept making excuses why she couldn't see it. Finally she won and when they brought it out it was still discolored as when she brought it in. My mom has taken my step dad's dry cleaning there before and they did a good job.
